Established in July 2007, comprising of healthcare professionals, patient groups and IT experts from both the public and private sectors to take forward and steer the development of the territory-wide Electronic Health Record Sharing System (eHealth). To tie in with the expanded scope beyond eHealth record sharing, to the wider application of digital technology to healthcare including the use of eHealth record data and use of eHealth system to support healthcare delivery, it was renamed as Steering Committee on eHealth since November 2023.

The terms of reference of the steering committee are:
- To advise on eHealth development including policies, strategies and all eHealth-related initiatives championed by the Health Bureau (HHB), Hospital Authority (HA) and Department of Health (DH) (collectively known as "eHealth").
- To steer the overall directions for the implementation of eHealth+ Programme, specifically to advise on the following aspects to facilitate the transformation of the Electronic Health Record Sharing System to eHealth+, a comprehensive and integrated healthcare operating and information infrastructure underpinning different tiers and sectors of the healthcare system across the public and private sectors -
- the institutional framework and structure that support and sustain the governance, management, operation and maintenance of the eHealth+ infrastructure and initiatives;
- legal, privacy, security and any other related issues of general interests relevant to the development and implementation of eHealth+ infrastructure and initiatives;
- technical issues relating to the eHealth+ infrastructure, including definitions, data security, data structures, data quality, standards and protocols of health record and information, and any other relevant technical issues; and
- engagement of the community and industry to promote the concepts of eHealth+ and its use for better health management among healthcare providers and the public, and the fostering of an expanding ecosystem for eHealth development.
- To advise on any other issues relevant to the further development of eHealth for Hong Kong as a whole including integration with the Greater Bay Area.

The Working Group on Legal, Privacy and Security Issues is responsible for examining legal, privacy, security and related issues relating to eHealth with reference to existing legal provisions in Hong Kong and the relevant legal frameworks and experience in other economies.
The Working Group on Data and Information Standards is responsible for addressing any technical issues relating to eHealth, proposing work programmes for the development of eHealth, identifying general obstacles to electronic health record sharing, and devising feasible solutions to promote adoption of relevant technology and acceptance of patient record sharing among healthcare providers and the public.
The Working Group on eHealth Partnership is responsible for formulating strategies to facilitate the development of eHealth in the private sector and to promote the participation of the private and non-government sectors in sharing patients' records.
The eHealth App User Advisory Group is formed under the Working Group to provide feedback on the development plan, new functions and the user experience design of the eHealth App.
The eHealth Programme Steering Committee is responsible for providing steer for the eHR Office and on the whole agenda of eHealth in general, including setting policies and strategies, targets and deliverables, and approving plans and budgets for implementing the eHealth development programme. The membership of the eHealth Programme Steering Committee includes representatives of the Health Bureau, Department of Health, Hospital Authority, Digital Policy Office and other relevant bureaux / departments.
