Give sharing consent
Except the Department of Health (DH), the Hospital Authority (HA), the Primary Healthcare Commission (PHCC), and healthcare facilities managed or controlled by the Government, the HA, or an HA subsidiary (Government and HA Facilities)*, participating healthcare providers (HCPs) can only access your medical records after obtaining your sharing consent.
With your sharing consent, healthcare professionals of that HCP will access your record based on the "patient-under-care" and "need-to-know" principles. Please note that their access to your electronic health record (eHR) beyond usual consultation time is possible for valid reasons (e.g. before-clinic visit preparation or after-clinic follow-up care).
* Managing sharing consent is not applicable to DH, HA, PHCC, and Government and HA Facilities. After joining eHealth as a participating patient, you are taken to have given sharing consent to DH, HA, PHCC, and Government and HA Facilities.
For Consent given before 1 December 2025
Sharing Consent
- eHealth will not automatically allow prescribed HCPs (other than DH and HA) to access an HCR’s health data kept in eHealth. The HCR or his/her SDM may choose to separately give a sharing consent to a prescribed HCP participating in eHealth who is providing or is about to provide healthcare to the HCR.
- Prescribed HCPs who have been given sharing consent can provide to and obtain from eHealth the HCR’s sharable data, and can share it with another prescribed HCP for healthcare referral purpose.
- The HCR or his/her SDM can choose to give sharing consent to a prescribed HCP for an indefinite term or for a one-year renewable period (other than DH and HA for whom the sharing consent is taken to be valid as long as the HCR is participating in eHealth).
- The HCR or his/her SDM can revoke any sharing consent given to a prescribed HCP (other than the sharing consent for DH and HA) at any time.
- All sharing consents will be terminated if the HCR or his/her SDM on behalf of the HCR withdraws from eHealth or if the HCR's registration is cancelled by the eHRC.
- For a sharing consent given before 1 December 2025, the relevant provisions in the eHealth Ordinance shall continue to apply in relation to the consent on or after 1 December 2025 as if the former relevant provisions had not been amended, i.e. in indefinite term or a one-year renewable period (other than DH and HA for whom the sharing consent is taken to be valid as long as the HCR is participating in eHealth).
For Consent given after 1 December 2025
Sharing Consent
- eHealth will not automatically allow relevant HCPs or a recognized non-Hong Kong public health record system (other than DH, HA, PHCC, and Government and HA Facilities) to access an HCR’s health data kept in eHealth. The HCR or his/her SDM may choose to separately give a sharing consent to them, who is providing or is about to provide healthcare to the HCR.
- An HCR or his/her SDM can choose to give sharing consent to any of the relevant HCPs or in relation to any of the recognized non-Hong Kong public health record systems, other than DH, HA, PHCC, and Government and HA Facilities for whom the sharing consent is taken to be valid as long as the HCR is participating in eHealth.
- The sharing consent being given to any of the relevant HCPs or in relation to any of the recognized non-Hong Kong public health record systems after 1 December 2025 will be in effect until the HCR’s registration is withdrawn from eHealth or cancelled by the eHRC or the sharing consent is revoked.
- The HCR or his/her SDM can revoke any sharing consent given to a relevant HCP or in relation to any of the recognized non-Hong Kong public health record systems (other than the sharing consent for DH, HA, PHCC, and Government and HA Facilities) at any time.

How to give, update or revoke sharing consent

- You can give sharing consent to up to three participating HCPs (except DH, HA, PHCC, and Government and HA Facilities)* when registering with eHealth online.
2. eHealth App
- You can view and manage your sharing consent to one or multiple eHealth participating HCPs (except DH, HA, PHCC, and Government and HA Facilities)* via the eHealth App.
3. By 24-hour patient hotline (852) 3467 6300
- You can give sharing consent to one or multiple participating HCP (except DH, HA, PHCC, and Government and HA Facilities)*, or update or revoke your sharing consent given to a HCP, via the 24-hour Interactive Voice Response System (IVRS) of the eHealth patient hotline at (852) 3467 6300.
- This method is also applicable to person registered by the following types of substitute decision maker (SDM):
- Parent
- Family member
- A person residing with him/her

4. In person
- You can give sharing consent to a participating HCP (except DH, HA, PHCC, and Government and HA Facilities)*, or update or revoke your sharing consent given to a HCP, when you receive healthcare at that HCP.
- You can also give sharing consent to one or multiple participating HCP (except DH, HA, PHCC, and Government and HA Facilities) at any registration centres in DH or HA, or at the Electronic Health Record Registration Office (eHR RO).
- What to bring
Please bring your Hong Kong identity card. If you do not hold a Hong Kong identity card, please bring along one of the following listed in the link below.- Identity document
- If you are managing sharing consent for another person as a SDM, identity documents of both the person and yourself are required.If you are the person's guardian, person appointed by the court to manage his/ her affairs, Director of Social Welfare or any other person as guardian under Mental Health Ordinance (Chapter 136), or prescribed HCP who provides or is about to provide healthcare to him/ her, please also bring other required documents.
5. By phone
- With the access key, when you call a participating HCP to make an appointment after identity authentication, you can give your sharing consent to that HCP at the same time to authorise your doctor to access your electronic health record for pre-consultation preparation.
6. In writing
- You can manage your sharing consent to one or multiple eHealth
participating HCPs by completing and submitting the sharing consent form to the eHR RO by one of the following channels:
